This Comprehensive Plan is the third to be adopted by DeSoto County. For the past 15 years, the three preceding Comprehensive Plans have been an integral part of the County's land use decisions. Consequently, they are important factors in the existing land use inventory that will be described later in this Element. 

With Florida's enactment of the Local Government Comprehensive Planning Act, DeSoto County adopted its Comprehensive Plan in 1991. This Plan designated rural/agricultural and development areas in the County. The Future Land Use maps together with the required Elements, served as a basis for land use decisions until 1998.

After completing an Evaluation and Appraisal Report in 1998, DeSoto County adopted a new Comprehensive Plan in 2004 in compliance with growth management requirements. A Future Land Use Element and Map were included. The Land Planning Agency and the Board of County Commissioners adopted that Element after numerous public hearings.

As the third Comprehensive Plan to be adopted by DeSoto County, this Plan represents further progression in the County's growth management efforts initiated to address changing conditions and recent development pressures in the southwest portion near the Peace River and other areas of the County, and the County's new role as a water and sewer utility provider, and the destruction caused by the hurricanes of 2004. Additional methods have been included to project growth with population projections, and to coordinate growth with the provision of facilities and services. The Future Land Use Map series is based upon more detailed analysis than previous maps. Levels of service standards have been adopted to reflect the desires and needs of DeSoto County through the planning horizon of 2030. Capital Improvements have been identified in a separate element and prioritized based upon the County's needs and financial constraints. All of these methods will, in collaboration with the Land Development Regulations and future budgets, provide the County with a basis for land use decisions and capital expenditures.
